It appears to be jammed!

Who knows the movie? That's right the classic "Space Balls". We were jammed the other day here in Swaziland, but it wasn't raspberry. This picture is only a small part of the entire jam. To the left of the picture is the main bus rank, which is where the buses and combis are trying to get. The road we are driving on is two lanes in each direction. Remembering that we drive on the left side of the road, the buses are turning across traffic from the closest lane. While the combi (van) is turning from the furthest lane because of course it couldn't wait for the others to turn. The red car has crossed into the oncoming traffic lane in an attempt to get through the jam. This is often a necessary course of action if you do not want to wait forever.
How might you ask are traffic regulations enforced? I am not sure I can answer that fully. Swazi police do seem to have a number of cars. We saw one police officer outside his car the other day with a radar gun mounted on the a tripod. This was a first and not the most subtle. There are also random road blocks. These are usually set up along the main roads. At some every car is stopped, but at most they seem to randomly have some cars pull over and let others go. We actually ran into one of these a few weeks ago when our car registration had lapsed and we were having difficulty renewing it (a whole nother story about government bureaucracy). After about five minutes of holding our breath and peeing our pants, we were luckily waved through. The other day on the way to a sattelite clinic our car was pulled over at one of these stops. The officer came to the driver's window said, "hello. how're you?". Driver replied, "I am fine" and we were waved on. No questions, no searching of the trunk, nothing. As he rolled up his window, Nelson, our driver, said "they don't even know what they are looking for."
